Hrant Kostanyan is a former EU-CIVCAP Staff Member. This profile represents his biography at the time he worked for the project.
Hrant is a Researcher at CEPS ‘Europe in the World’ unit, a Senior Key Expert at the College of Europe Natolin and an Adjunct Professor at Vesalius College. His research focuses on EU institutions and decision-making, primarily on the European External Action Service (EEAS), the European Neighbourhood Policy (ENP) and the EU’s relations with Eastern Neighbours and Russia. Kostanyan has worked as a senior expert in a number of the EU projects related to reforming public administration, communications, the European Neighbourhood Policy, the Eastern Partnership and Russia. He has published extensively on EU decision-making and external policies.
